the 08 frame is the same frame as the cross bones and the 07 is not....
the 06-07 NT are the same the 08 is the newer frame.

I know because the I was at the dealer looking to use the cross bones seat and the parts dept called harley to find out and they said it only fits 08 and newer trains
I dont buy that even if what you say is true. Sounds like a line of crap. Ive never heard of the frames being different on any of the new softails, just the swingarm/fenders. Anyone wanna confirm this?

Do 07s have the 1" axles (like 08s)? I don't think so, else the rear axle/adjuster covers would not be unique to 08.
My 07 train front axle is 25mm = 1 inch. Its the same as 08.
True 07 have the bigger front axel but 08 have the bigger front and the bigger rear too.

I just checked with a couple of guys at dealers I know pretty well, and they both said they know of no differences in the '07 & '08 NT frames?...for what it's worth...
