I ride an 07 deluxe, had the baffles removed from my V/H  \\;BigShot staggered upond purchase. Loud as hell, neighbors hated me. They sounded great!!!!!!!!!!!! Lost a little torque mid range. Just installed the VH quiet baffles. They sound better, deeper tone not as loud and picked up a little more TQ &\\; HP. The neighbors now love me and my deluxe. (really didn't care if they did or not). I'm satisfied.
My buddy has a 97 Heritage, he takes them in and out from time to time, it sounds good both ways. I have Big Shots on my 2000 FXST, it has an SE 204 cam and it did not run as good without baffles, cut them in half and it runs real good.
When I bought this bike the baffles were removed. It was really loud, Sounded nice but louder than I like. Baffles put back in and now it is perfect, loud and sweet without being obnoxious.
