LED light have high resistance and don’t activate a turn flash relay and why a load resistor many times needs to be added.
This is not the case here as these aren’t going to flash so I am surprised this person said this unless they just didn’t know what they were talking about and heard LED and resistors and figured it applied to everything.

What type of plate did \\; you all order. \\; Can't seem to find one that fints the swing bar, being that it is over vs. round. \\; Also, do you have to remove the fender to get the wiring out?
