Default wheel swap issues

I have a 1984 fxst .originally a 21" front wheel. I had swapped to a pre 2000 set of 16" rims,open bearing style ..now I bent the front rim .I was givin a 16 inch front rim with dual flange and sealed bearings ..Im using the stock fxst stepped axle but cannot for the life of me figure out the spacing ..I centered the wheel between the fork legs .problem is the right side spacer size .How does this get measured? right side is stepped do I measure from the step or from the fork leg ..left side I know goes from leg to axle..Im going nuts here on this very simple problem ...I dont know what the new rim came from but its a hd rim .. 16" dual flange ..sealed bearing ..Im figuring an electra glide
