Does anyone make mounting brakets for installing a stock FLH inner and outter fairing on a Fatboy front end?
I have seen a FLH fairing mounted on a Yamaha Road Star. Someone has to make brkts to do this conversion on a Harley. http://roadstarclinic.com/content/view/172/94/

These guys up in Canada make brackets. The pics though show it only with a outer fairing and not a inner but maybe you can retrofit.
You should check out either the Hoppe fairing or a Wide Open Custom fairing. These come with an inner/outer fairing and mount using the stock windshield brackets.
as far as I know you can not put an inner fairing on a softail. Look at the triple trees on moth models. FL's have a stem in front of the fork tubes and your bike has a steering stem behing the fork tubes. When I bought the 1st 1985 Sotail Super Custom in November of 1984, I bought a 1980's FL batwing with brackets. I drilled and tapped both triple trees and spaced it out to fit and installed a 7" headlight which you will need. Aftermarket fairings also use this same mounting system. You may have to modify it to fit. I paid $10 for it + chroming the brackets and paint.
