Do you mean handlebar wobble or vibration? The wobble can be from other things, such as poor loading, loose head bearings, tyre pressures, wheels not in line and much more. If it's a front end vibration, it could be a poorly mounted tyre (check for lateral run-out at rim when revolved by hand etc), may also be an out of balance wheel/tyre but this is normally at 50mph ish.
start with your steering neck bearings. They need preload to dampen out some of the oscillations. Check your rims for true, wheel bearings, swingarm bearings, axle torque,
if all this checks out, you may have a bulged or defective tire with a weak spot.
Usually a front wobble starts in the rear of the bike, so look into the rear tire/wheel carefully.
