I use to have a 69 Harley Electra Glide. The throttle did not have return spring. I could let go of the handgrip, and the Harley would cruse. Do the new Harleys like the Fat Boy or Heritage Classic have a throttle return spring or can you put cruse control one of these?

I would not recommend running without a throttle return spring. Its easy to get and install a cruise control devise, they are offered by many manufature's.
Mine has a throttle return spring. It also has a thumbscrew that you can tighten to keep the throttle from returning too easily or quickly. It will also reduce the play in the throttle. I leave mine with a little play and don't adjust while riding. I also use a throttle rocker on the grip so I don't have to keep a constant grip, just pressure.
I wouldn't ride myself without the throttle return spring. However, I put apes on my old Road Star. The first thing I did was get rid of the throttle return cable. I may do the same when I put apes on the Heritage.
