There is no friend you are mistaken I was born in Russia in Russia and I shall die the present Russian! And the card is necessary to me for work with system PayPal!

Russia is one of the countries listed on Paypal's site....
so you don't need an american Visa card to work with paypal.
all you need is to register on paypal and setup payment through your Russian bank.
so what other "excuse" do you have for needing and American Visa credit card???
there's nothing you can't do with a Visa card from your country and your own bank account from Russia.
First of all "FACTS" I am a Canadian citizen and have a US VISA card along with my Canadian cards I do not have a US address nor relatives to back up my credit
I have used both cards on vacations to Brazil and when I worked in Yemen
If you have a Russian Visa it will work any place in the world that takes Visa as long as you have the credit to back up your purchases.
