I have contacted the local KGB about your VIZA and PayPal problem. KGB has agreed to help you out and get you going. You should be able to buy things from all over world.
KGB made clear to me that buying Plutonium over the Internet is a definite no no. If it's Plutonium that you are after, you will have to meet the seller in person and find out if he takes VIZA.
to get an American Visa Card you need a bankl account in the USA, and Address in the USA, and a good Credit history
I know that the first 2 parts are negociable since there are plenty of people with accounts in the USA that do not live here and have credit cards to those accounts.
Usually the credit history will do you in.
But in general if you have a ton of cash and want to put it into a bank here they will allow you (ton as in a whole bunch of 0 )

I FINALLY got an Amex card; ONLY because I've had an Amex from Canada for years; because I went to College there. Oh, and I always paid the bill.
If It wasn't for that I'd still be waiting for a Credit Card.
AMEX offered me a dollar card even though I don't live in the US. I used to travel to the US a lot and wanted to manage the exchange rate I was paying.
I believe there are prepaid VISA cards available. Google is probably the answer.
