i Have been thinking about getting a larger front wheel but don't want to change my fender which rules out a 21" wheel. If I were to put an 18" wheel is it possible to lower my fender with brackets or by redrilling the mounting holes? I did a search and did not find a definitive answer. Thanks.
I'm not running a front fender on my '00 Heritage, but I use an extra Fat Boy fender when I need to run one (rain, the law, etc, etc). I just sat my FB fender directly on the the front wheel and the mounting holes are about 1" +/- lower than the fender mount holes on the fork legs.
If you are changing to an 18" tire, then the tire will be 1" closer to the inside of the fender as compared to the stock 16" tires. I doubt you will need to relocate your FB fender if you make the change to a larger tire. I'd switch tires first and see how you like it.
If you need the fender even lower, you could weld the original holes closed and then redrill new holes in the original fender tab mounts. I'm betting a tire change is all you need though.
