Still searching for the best deal. 14" is an odd size to find. I've searched around on Ebay. Still haven't found that 300$ package that your son had found Other Sheep.
I'm thinking about maybe checking out some Swap meets in spring to see if I can find a better deal.
Stock bars are 1" in diameter, but most of the 1.25" bars are reduced to 1" at the risers and control grips to allow you to use stock risers and grips. The 1.25" bars look fatter then the 1" stock bars.
