I HAVE my dutch license (well I have to ask them to give it back to me since I've been 10 years in the states).

I shouldn't have to take any tests at all (according to RDW)

If you are in the military you won't have to chnage anything unless your pipes are real loud. We all fall under the SOFA agreements so we get a break on all of the europeans crazy standards and taxes. I am in Germany so I can only speak about that. Might be different were you are going.
