i had one on my sporty and **** did she run like crap until i put the rain sock on i mean what a differance. if you do eventually go open ensure you get a rain sock too!!!! always carry it wiff ya!
I had mine open since last aug. had no issues, did get caught in the rain just once, had no issue at all with it. Not sure I would ride for a long time in steady rain.
i think an important thing to remember is whether or not ppl are efi or carborated too. my buddy has a V-stack simmilar to mine but he has efi and if he gets cought in the rain he's good, when i get cought.....i'm farked.

Well you can run a open air cleaner, with the stock cover, which would be basically half covered. not sure what you want to do. You can always make one, I made just a flat cover before I bought one for my Arlen Ness Big Sucker, but out of alumnium and painted it black. Could have bent it to cover the filter halfway or fully.
I had one on my sportster and it was open on the bottom. it worked well because it would cause the wind to go around the air filter making a vortex. You could cut the bottom of the football and get the same effect.
I have a Zipper on my Springer with a Dewey's chrome cover and I have not had a problem at all. I have been caught in the rain on more than one occasion.
