i had the cables correct believe it or not and i found the problem the grips not floating on the bars sanded down the bars a little it starting to return little more clearence and it should be good

 

This is an old thread but it saved me a headache, I was trying to start my bike and the throttle won't return.. of course I forgot the thumb screw

 

These are pictures of my stock cable positions before installing new ones. Looks like you have yours wrong. Top one goes to the outside mount. If the reroute doesn't solve the problem my best guess would be the cables are not adjusted properly. But if you're sure you're doing the adjustment correctly I guess the problem is somewhere else.
