You hit the nail on the head... those black inserts need to be removed. Also, you need to put a slight bend on the top of each top insert, in on the left out on the right.
ORIGINAL: ljm

Had same problem strangley enough both mine fell off on to garage floor . Had a bitch of a time cleaning the black stickyback tape off them . but I did and also take the stupid black inserts out that are in the frame clean everthing up with alchol again and glued them on with some good clear silicone . Now I think you would damage them if you tried to pry them off. Part looks good But it took a real wizard to dream up the double sided tape idea!!

Mine have been on for 2 years , no problems - still nice and snug ! No special care when i put them on , wiped the location with some rubbing alcohol and stuck em on .

I generally think anything I have to 'tape' to the bike is cheesy. But I bought into these anyway. Stuck them on there and never had a problem.

I've had them on my bike since 94, still there.

I just replaced my exhaust-side inserts that have fallen off. Didn't use the supplied two-way tape pieces - I went straight to silicone this time...I'll bet they stay on for good.

I used steel wool to buff the area first then cleaned the area. And no problems yet.
