After a quick look(nothing verified yet) in the service manual there are some sensors on the international models that are not on the domestic versions. My first guess is that the connector is for one of those sensors.

Maybe a 02 sensor! I got a Scorpio i900 security system and I got the oem connector for the softail and the one on the Rocker is different and I am trying to figure out how to hook it up without having to cut the factory wiring harness. Oh well I am going t let it down off the jack and go for a long ride today going to be sunny and in the mid 70s.

My dealer said it was the plug for running diagnostic/tuning programs. Mine rubbed a little scuff mark on the fender when I rode 200miles home from dealer. The factory's zip tie did not have it anchored very well, hope it does not happen to you.
