greetings my 98 fatboy is bogging down at high speed in any gear anyone care to point me in the right die reck shun

sounds like its running out of fuel. Could be a dirty carb

yep...sounds like your starving it.. fuel filter in the petcock might be dirty

just filled my tanks and I spoted some trash in der??? brand new tanks?????

brand new tanks? sometimes they put a sealer in the tank, and if not done properly, the skin will start peeling off and gum up your fuel lines, etc...
