Tehy look to be 12" apes maybe (kind of hard to tell from the video)I can't tell about the risers at all. Maybe stock wideglide apes or street bob apes although those are only 10".
I don't know about the 14's at first maybe then I looked at it again (the first 50 seconds of the vid) and I just don't know.
Wouldn't the 14's be way higher with the stock risers???
