I have Rush 1.75 's on my 08 Softail Custom and they sound good at idle or when you get on the throttle but at highway speeds I dont think they sound that throaty , is it me or has anyone else thought that about the sound of your exhaust ?
Alot of times it is hard to hear the bike when you are traveling down the highway at high speeds. The wind will drwon out some of the noise, but you are also leaving some behind. We usually have friends ride behind us so they can hear the pipes. You can really hear one when you ride behind. I will bet your pipes sound really good to behind riders and people you pass on the roadside.
i have the V/H Big Radius 2-1 on my 08 Custom. i went with it strictly because it not only gave me a power increase, but it has the very deep rumble that Harley's used to come out of the factory with.
at highway speeds in 6 gear, it maintains that sound. As others mentioned, at that speed, you are hearing more motor than exhaust, but my wife has been in back of me on the highway in her convertible, and tells me the sound is low and throaty...

RUSH has interchangable baffles! maybe try the 2.00" or 2.25" baffles. i have the 2.00" and love 'em, buddy has 2.25" and when he's ridin' in front of me they're LOUD!
You may want to look into Big City Thunder baffles. They may have an application for yours. I don't have that issue at all, I can hear my exhaust on the interstates and highways. Deep and throaty, just the way I like it.
Put a windshield on there and you'll be able to hear the pipes. Sound seems to bounce back to you with it on. When I remove the windshield, I hear the wind noise a lot more and I can't hear the pipes much at all.
