Default 2009 flstf streering head adjustment help request

Hi everybody,

While doing my 10K service I seem to have hit a snag with the steering head adjustment.

My service manual says:

If my fall away distance is less than 1.0 in.

a. See Figure 1-54. Loosen the pinch bolt (4)
b. Loosen lower fork stem pinch bolts
c. Tighten the fork stem bolt (2) slightly
d. Tighten the upper fork stem pinch bolt to 20-30 ft lbs
e. Tighten the lower fork stem pinch bolts to 30-35 ft lbs.
f. Repeat procedure to determine if fall-away is within specifications.

My problem is b. figure 1-54 (included pic) does not reference lower fork stem bolts, I am going to guess it is the bolt that is not numbered at the bottom.

if that is not it it looks like I have to take the cover off of the front to access the lower fork pinch bolts, does that sound right?

Also there is no torque specification for the fork stem bolt, I guess it all depends on the fall-away?

Thanks, if this is a stupid question let me know so I can do more research before posting again.

UPDATE:

I figured it out, the unumbered bolt was the one in question, the only thing weird was they were twice as tight as the service manual suggested, so I put them back how they were.

Oh ya, and the fork stem bolt was so loose I used my fingers to tighten it.

I found it impossible to do an accurate fall away test w/o disconnecting all the cables because they were either putting drag or pull on the front end.
