Default ROUGH running 99' FLSTC

I have a 1999 FLSTC with
97" Axtell Kit
S&S Super E
Santee 2 1/4 pipes
My problem is I can't seem to get the beast to idle smoothly.
TONS of carbon on plugs & coming from the exhaust, stalls at the most inconvenient times.
We have tried adjusting the air/fuel mixture screw with no positive results.
Does this sound like an intake leak??????????
If it isn't an intake leak any other opinions?????

Thanks in advance

I would think that the first question I would ask is was the carb rejetted when you added the pipes, etc? If the answer is yes, then I would suspect an intake leak or other reason for the bike running rich. Carb float issues or gasket problems. Does not sound like and electrical issue. My two cents!
