Also, If I buy a bike out of California will I be able to register it there? I've been overseas for several years and plan to make California my permenant residence.
On military bases we often don't pay sales tax when shopping so I was shocked to find California is 8% plus.

Yes there are issues with registering out of state bikes. They need to have a certain amount of mileage before they can be registered here.
Are you eligible to purchase an H-D thru their military sales? Don't know how that works but have read of others here purchasing that way.
