I've only seen a 23" on a Road King.....they had to build brackets to move the stock fender up about 2" to clear. Took the owner about a week to slam a pothole and jack the fender up. But, I think the wheel was ok. Here's a pic. $1500 for wheel, and $300ish for tire.

Bike looks killer now. I would not make the change. I think a 23 would look goofy. It might look ok on a Road Glide with added rake but not on a Fatty.
If you are bored, why not change out the paint and get rid of the stock stickers. IMHO, Harley messed up with the Fatty graphics. The old graphics looked much better.
Put the money into the motor - cams, headwork... Looks great now. If youre bored, relocate front turn signal on the forks, headlight nacelle.... looks great now! lol
