I know of a couple of guys around here who have removed their horn's. But they put it back on when it comes time for the yearly inspection. They set them up with a quick disconnect electrical connection. So they can bolt it on get it inspected then take it back home to pull it off.
Me, I'll keep it on the bike, just in case I go through one of the police check points they setup periodically to catch drunks and expired inspections and registrations.
Besides it does come in handy more often than I like when I'm going through back streets where the kids are either deaf, or have parents that are too stupid to teach them to look both ways before they run out in front of you.

i guess you can get a portable boat horn and tape it to the handle bar and it may pass depending on the place. it would meet the requirements and be much louder

You could mount a bicycle type squeeze horn just for inspection. Remove it after you pass.

Yup what dk said buy a bar mount bicycle horn if they give ya crap. Put it on for a 20 minute inspection and remove. Mine was relocated to the garbage can a few years ago.

Works in Texas too. I bought an old Ironhead from a HD dealer and they used electrical tape to mount a squeeze bulb type bicycle horn on the handlebar before they inspected it.
