I have come across this complete handlebar set-up. They are 1-1/4" bars, risers with integrated tach, grips, braided throttle cables and chrome switch housings.

I am thinking these are off a screaming eagle deuce, but not for sure. Sorry for the blurry pics. They were taken from my cell phone.

Can anyone help identifying the bike and year?
