I mount a small tool bag above my headlight with zip ties to the risers. It looks fine and has caused no damage. I'll get some pics when it stops raining here. Yes, it is raining today.
Mine's mounted on the forks under the headlight for right now. I had it on top of the headlight, but I think it looks a little better down under it. Plus I get to see the top of stretched out headlight as I ride.

In spite of the fact that his thread is a bit old (18 months +/-), I have a question for ya.
Your picture doesn't look like there's enough room under the headlight to open
the tool bag??
I'm asking because I'm trying to figure a location for a bag on my Deuce as well.
The Deuce is a challenge when it comes to ad-on's. I like to keep the flow that Harley had in mind with the Deuce. I made my own fork bag for tools and I made a roll bag for the rear for personal things. I personally don't care for the look of saddlebags. They take up too much real estate of the softail triangle swingarm. Here's a couple pictures. If you like, I will explain how to make and install them~~ very easy~~ The roll bag works etremely well and the tool bag removes to access the little needed assortment of tools........... Hawkeye
Real easy. Buy a the HD fork bag for the Rocker C and it fits perfect. You can cut about 1" off each side of the bracket, where it sticks out the side of the bag, if you want to for looks. It fits and looks great. I had one on my old 07 Nightrain and put one on my 07 Deuce
We make bags as well but I will tell you that I warn everyone that mounts a bag below the headlight..Be aware that the forks can bottom out and dent your fender..I have seen it on my wife's Softail and plenty of other scoots..This happened to the wife's bike even after I put the Heavy fork oil in the bike..
