Call me blind or crazy. But it looks to me like they just smoothed out and buffed the weld. There is still plenty of weld there. When welding not only does the weld hold but the steel in the arm is melted also to bond to the mating piece of steel (a deep weld). My swing arm looks the same. I would post a picture but I have swingarm covers at the adjusters that cover that area.
