ROCKER wheels being powder coated - HELP

ROCKER wheels being powder coated - HELP
After i removed bearings (finally.... 
) i have the wheels powder coated flat black. Just got phone call from powder coating company asking few questions and i need your help guys.
1. what material is the Rocker wheels? I guess alu?
2. they say if they sand the wheels before painting, they might not be so smooth as before, they say the surface might be as orange. They told me it could happen,they are not sure and the paint will not cover it so it will be visible.
3. if they do not sand it, paint can get off soon and they dont know what will happen while baking in 200 degress C
So question for you guys. Did you sand your wheels before powder coation or you just paint it directly? is your surface still smoot as before? any othe advice??

I powder coat small parts in my shop. And I use stripper to get off the paint and other coatings. I also do out gassing befor I do the final prep.
Tell your PC guy to check out KL killer primer. Its a powder coat filler primer that is sand able to fill in any little inperfections. There is also an actual metal putty they can use to fill large pits.
