rough them up some with very fine sandpaper like Rakthi said and clean them really good with a paint solvent like prepsol (sp?).
You can use regular automotive paint, but for stuff like this I like to use a model airplane epoxy based paint.
It looks good and lasts as long as a good powdercoat.

You can paint anything.. lol.. Like the others have said, you need to rough up the chrome so the paint will adhere.. That's it.. I painted mine when I painted the rest of the tins 2 years ago and they're holding up fine..
