I also have a Power Commander V, and when my bike was a 96", a proper tune with the PCV really changed the entire feel of the bike. It was quiet amazing, really. So yes, tuning your engine will make the bike run stronger.
As far as cooling the engine down.. I dont know whether the PCV will do that, especially 20-30*. If anything I'd try an oil cooler for that.

I'd second you on all that info Jim. Nice and easy way of summing it up. I think the reason the dealor is suggesting switching to a tuner and running a richer tune to cool the engine is because fuel will act as a cooling agent. The Harley tunes run lean to comply with the government's emission regulations. Running a richer tune will cool the engine but not by 20-30 degrees.

I bought one of Jason's systems and couldn't be happier. I don't have a tuner yet so I can't provide you with exact precise results but the tests I have done with a thermal gun back up the info found on that thread. If you live where it gets hot in the summer its at least worth a look at.
