Do you have after market pipes on the bike? Stage 1 or some such thing?

That will definitely give you problems.

For what it's worth. When I moved from the US to EU, I had hard time passing inspection etc too to get bike homologated for use in EU. Took all the non conform pieces of and replaced them with the EU version of my sisters bike. Passed inspection, and swapped everything over again.

Can't you do something similar? (you probably don't have a sister handy with a similar bike, but maybe a HD dealer can help you out?) I know for a fact that he EU airfilter is more restrictive than the US one. Also the HDI versions have those flapper valves in the air intake and exhaust, but that should only affect noise. Maybe HDI bikes have different software running?

If you had a TTS Mastertune or some other programmable tuner, you could set the bike real lean just to pass the emision test and then reload the original program.

My Bike is totaly stock only 2000 miles. HD dealer here will only transform my bike into the same thing (but with Japan standard parts made by HD) The prolbem is the HD ECM I am told that I need to buy a new one and the Japanese MAP over here it will run me a few thousand.
And I have no sister.

Just looked it up in the parts book .. the ECM is the same for the International and the Domestic model.

I have an International Model, and I now for some parts they have a section "International Models Only" They don't have that on the ECM page.

I think you just need them to download the Japanese version of the program running the bike with their "digital tech"

Ask him the part number of the ECM ... 32534-05C is the only number available for that piece. (page 29 of parts book)

and 1000s of dollars ... just looked it up at

http://www.lshd1.com/servlet/StoreFront

BLANK, ECM - 32534-05C - Price $274.40

Too bad you don't have a sister! ...

Wishing you the best, I know how frustrating it can be ... That's the reason I sold my bikes when I came to Malaysia, didn't want to go through the same red tape again. Easier just to buy locally.

Wow nasty problem. I was about to say the same as Rakthi...changing all the different elements over to japanese standard parts might do the trick. Sometimes little things like the type of glass for the lights and blinkers can make the difference.
But if it is the ECM then that is another story. Can they not flash the ECM with the Japanese map?
Do you have a none HD dealer (indy) that you can go to and get a second opinion/estimate about what needs to be done?

good luck

Can you Re-MAP a HD ECM? I was told they were a one shot deal.

You can remap the ECM as many times as you want ... I got the TTS Mastertune and flashed it about 6 times already ...

Also if you do Stage 1, the dealer has to load the new map. Here In Malaysia they charge the equivalent of $125 for loading a different map when you do Stage 1. So Loading the local Japanese map shouldn't cost that much.

Also if you need parts replaced, cheaper to buy them in the US and pay for shipping and tax than to buy local. Here in Malaysia at dealer everything about 3x more expensive than in USA. Must be similar in Japan.

Me thinks the dealer is trying to bleed you, knowing you are between a rock and a hard place.

I don't know anyone who got a US spec 2009 - 2010 bike through Japanese inspection yet. The Japanese bikes have catalytic converters now, thats why US spec bikes can't pass stock. AAFES gave up trying to sell them for local delivery after 2008. You will need to find a dealer near one of the bases who is used to dealing with Americans. You could probably pass if you use Japanese pipes and get the Japanese map downloaded onto your bike. Also, if you ask the dealer to take it for inspection for you, they will have better luck than you. Other than that you have to do some small mods on turn signals, label the gear shift, and label KPH on the speedo. Talk to local AAFES car sales guys for pointers on these mods. Its normal for the Japanese to charge 3X the price for parts and accessories. But, in my experience, labor isn't real bad. Good luck!
