I bought a 78 shovelhead a few months ago. Bike was in pretty bad shape and I am doing a total restoration on it. The rear disc was completely covered in rust. I took some 320 grit wet or dry and some wd 40 and went to town on it. While it doesn't look brand new it is still serviceable and has many miles left on it.
If its made of metal....... its gonna rust without maintenance.
Water and oxygen equals rust, simple as that.
If its in the swept area of the rotor, no problem the brakes will take care of it soon enough.
But if its anywhere else on the rotor do like Country Bumpkin said and use a lot of elbow grease.
When you have some time on your hands take the rotors off and really go to town on them with progressively finer grit size sand paper till you can polish the crap out of them on a buffing wheel.
Its a bit of work, but a lot cheaper than new chromed ones.
