Overkill. The bolts shear off because they weren't torqued to the correct specs or red loctite wasn't used. I've changed my tire, removing the sprocket everytime, four times on my 07 and six times on my 99. I have never replaced the bolts.
Torque them to specs, red loctitie them and recheck them after a thousand miles or so if you're worried. Same with the rim strip inside, replace it every third tire change. Tubes? Everytime. Cheap to do.
maybe maybe not, but 10 bucks is it worth the risk that torquing the bolts stresses them and they stretch?
