I have purchased a new tcm (with out the alarm option) does the dealer need to program it?

You mean TSM (Turn Signal Module), right?

If its just a TSM and not a TSSM (Turn Signal Security Module) there shouldn't be any need for it to go near a dealer.

In fact I don't think it even needs to go to one if your installing a TSSM in a bike that didn't have one.

If I'm not mistaken new TSSM's come from the factory with FOB's already matched to it.

I'm not sure with this, but if you think about it. It would be really easy to steal a bike with the alarm on, just pull the module out replace it and start the bike. I did it the way around and had to go to the dealer to reprogram the module otherwise the bike wouldn't start. My advice is do not pull the module out when you are not close by the dealer, because when it wound work you need to get the bike with a trailer to him. The module is very easy to change because you only have to remove protection thing and pul the module out.
