Heritage fog lights not working

Heritage fog lights not working
My new to me 05 Heritage is as close to perfect as I could ever expect but the fog lights do not work. Previous owner says he knows nothing and I have checked the fuses and tried the switch a bunch of times. Need to check bulbs but seems unlikely that both went out at the same time. What else should I check??

Some new owners don't realize they only work when the low beams on on. Only thing I could think of. Or maybe the switch is bad. Probably where I'd check next. Find out if you have 12v getting to the switch.

My brother in law had both of his burn out at the same time. Kind of strange when you think about it unless one was bad and the other finally went. Or maybe a voltage spike but you'd think that would burn out more than two bulds. Different.
