I've seen more than one '07 Fatboy at the stealerships...considered buying one before I found my '06 Standard. Looked to me like all the parts were there.
I have heard that they are looking at the way the front wheel has been mounted. Something about changing the front forks as there was originally an offset on the front wheel that made it look strange.
Thought I heard that the new front fender hits the beer cans on the front forks. I think they are supplying new cans with a cutout to clear the fenders.
