Default Valve Stems

Hey all, I ride a 1997 FXSTC. The rear wheel is the solid stock wheel. Recently I had a new tire put on. After about 2 months, I noticed that tire had lost air. I went to fill it up and when I was put the valve stem cap back on, I noticed the valve stem was spinning and it seemed to be because the nut that is against the rim was loose. My question is how is the valve stem set up on this tubeless wheel? I have the service manual and it show a valve stem with 2 nuts. Are one of these inside the wheel and one outside? My tire guy says that the tubeless wheels only have 1 nut on the outside of the rim. Any pics or thoughts would be greatly appreciated.

Default tire

If you keep having problems put tubes in the tires. I have been running tubes for the past five seasons I added them when i replaced my wheels with the fat daddy's
