An oil cooler absolutely most definitely cools the oil and even sitting in traffic. The oil cooler is a heat sink. Granted, the more air you move over it, the more heat it will dissipate. Sitting in traffic, you are not moving much air over or through it but air is still sinking heat out of it. Put you hand near one at an idle and feel the heat coming off of it, that heat is being removed from the oil.

I have a cooler on my rocker and during the heat of the summer it does cool the oil a bit. What really helps is a good dyno tune, you will notice an immediate temp drop its amazing when the motor is getting the proper fuel it needs. I do not worry about overheating, last summer I was riding in 110 degrees heat and bike was in no danger - to include traffic conditions. If I were to do it all over again, I would get the dyno first then if I still have heat problems (unlikely) then an oil cooler.
