Yes the fork tubes have to at the very least come out of the top tree! To remove and replace the spring with the new springs and pvc.

Story is right, just pull them out of the top tree. It you have a nacelle that will have to be removed. Also put in some heavy duty fork oil it will help. Its not that hard to do. good luck..
