Did this change for the 2006 model year? I have a 2005 and both fenders have lights on them that actually work!! Are you saying you just have the light housing and it is not wired or does not cotain any of the components inside the houseing?

Here is a photo of the rear light. I traded out the stock lens and replaced with LED bulb.
SilverDawg, that is correct. Just the housing and lens, but nothing inside. Sounds like it was just an '06 thing.
Smitty, tying the front wiring to the brake cable makes sense. I guess it's just a matter of buying all the pieces and splicing in to the headlight/taillight wiring. Another winter project!
I would have to agree with jbroughton, it does sound like a '06 thing. I have an '07, just went out and turned on the bike and both lights work. Have you talked to the dealership about it, if so what do they say.

Aren't we talking about two different bikes, the '06 Heritage without lights and the Heritage Classic with lights?

Yes - we are talking about the '06 FLSTI Heritage. This model was only produced for '06. I'd call it a mix between a stripped down classic and a fatboy. I believe the FLSTI has styling cues based on the 1956 FLH, so it's kind of a 50th anniversary bike, but it wasn't marketed that way.The Classic FLSTCI has the fender lights. The FLSTI has the lenses in place, but they are not wired up.
It would probably be an easy thing to do - just need to figure out where to splice in the wire (probably the headlamp, but you'd have to add a fuse).
