It comes apart, at least the bulb comes out of the back. You have to peel the gray glue off the black rubber where the wires go into the back.

Autozone sells a lens restoration kit that works great! I had to use it on my daughters car, you could barely see at night and now they look brand new. I was also told to wax the lens when done to keep it from happening again. I don't know if that is true or not but I waxed them and they are still crystal clear going on a year now too.

thinking he means the foggy hazy smoke stuff inside the light, not the outside of the lens, heard the alcohol trick works pretty well

Have the same problem on a new Road King Classic. I removed the bulb, sprayed some "Invisble Glass" cleaner inside, placed cotton ***** inside, and moved them around the leans and reflecter with a long qtip (any skinny stick that won't scratch the glass will work). Then I pulled those out with needle nose pliers, and put 4 more in to remove most of the cleaner. Finshed it off with a hair dryer, and checked them with a flashlight. They were spotless.
