With heat gun apply heat to shock boss of swingarm, the locktite will loosen up and bolt will be easy to remove. HD has some powerful loctite and when you reinsert the shoulder bolt to install the shotgunshock, be sure to apply red locktite to bolts. Thanks for using shotgunshock.
Check this thread out, Kiwideuce did a great tutorial with pics on how to lower a softail cheap... read thru and maybe you will get some tips on the bolts...
and dont forget if you move the swingarm up or down (after front nuts are off) it will help give you room to get the two rear polts out (make sure the bike is secure)

This goes for just about any bolt on these things. Locktite on everything when you put it together and heat on anything that gives you a hard time.
Yeah, those bolts were super hard to loosen until I got out the mini torch. After heating for a little bit, they came off relatively easily. Good luck!
Same here... I couldn't get them to budge until I used a torch to heat them up. Then they came right out. When you use the red loctite, tighten them quickly. That stuff sets up fast.
