There's a reason the 6th gear was added. With only 5gears at that speed you're going to be inefficient. I would still imagine you should be getting about 10mpg better though. My assumption would be that it's running rich, but it's easy to speculate.
A good running 5 speed will get just as good mileage as any 6 banger. Most 6-speeds, in stock form, get better gas mileage in 5th than they do 6th. the 96" just doesn't have the ***** to pull 6th and forces the rider to stay in the throttle. As far as being inefficient, not sure where you got that one from. The 6 speed sure wasn't added for gas mileage. The FI on the 6 speeds helps but the tranny doesn't do squat.
04 Heritage (FLSTCI) with windshield and stage 1. When I was keeping track earlier this year, I was getting around 37-39 all around and usually around 80mph on the highway. I do get on it at times, but other times just cruise. I figured that was about right.
I consistantly can run 200+ miles on a tank with my 2010 Lo Boy, most of the time I ride around 60-70 mph and once I am over 55 it goes into 6th gear. I ran 220 miles on the last tank, 4.4 gal = 50 mpg. on 89 octane. the RR 2-1 helped a lot and still has the stock AC, but have added the Nightrider 02IED to make the AFR 14.2 from the stock 14.9 OEM. it is still a little lean and still runs HOT, but but the plugs are a light gray not white. So I am a happy camper.
It's all in the wrist. This is my 04 heritage. I use fuelly.com to track it.

My '02 Heritage gets around 42 mpg .... last tank I figured it at 45 mpg. Even if I got less than that it's still a helluva lot better than the 15 mpg outa my F150!
I filled up yesterday, 161 miles on 3.6 gallons=44.7 mpg. Mostly city stop and go, with some super-slab thrown in for the helluvit. Rarely use 6th gear, and whack on the throttle when the mood hits me. Just af, cams, SE Supertuner, 2-1 pipe....
