i have an 07 Heritage with stock exhaust. most of my riding is on the highway. i only weight 170lbs. i don't ride it hard. but i only get about 39 mpg. WTF

When I first got my '08 Heritage (stock) my mpg was 37 - 39. After the stage 1 the average is 40 - 41 but have more horsepower, torque, and much cooler engine. I weigh 180 and commute 80 miles roundtrip, mostly 2 lane highway. Sounds like you're getting about what I did when bike was stock.
34 city and 53 highway per the spec sheet is optismistic.
How many miles do you have on it? Mileage will get better as things break in. It should also get better, as the others said, if you do a Stage I.
Other factors that impact things:
gasoline used (brand, octane, etc)
air temps
tire air pressure
hills/grades
wind
your riding style (when you shift, RPM's, etc)
windshield
conditions of road surfaces (nothing rolls good on crappy roads)
etc.
35-37mph here in the city and just did a poker run Sunday and had all varied speeds on the open road, but mostly 65mph and doing it in 5th gear. Rode 105 miles all together and averaged 43 with a happy throttle most of the day to boot. I'm alright with those numbers, considering my Sporty get 40-50mph all the time.
