I would need to check but I believe the manual says something like, to the bottom of the clutch spring not the bottom of the derby cover opening. When I change my primary fluid, I only take off the chain adjustment cover not the derby cover and I only fill it with about 26 ounces. I'd suggest you drain about a quart from the primary.

If i recall the primery only calls for 26 oz of fluid two quarts is way to much. its a must to have a manual if your going to do these things so you can see first hand what it calls for . forget about he said she said.

Here are some quotes from the 2004 HD Softail Service Manual:

"CAUTION
Do not over-fill the primary chaincase with lubricant. Over-filling may cause rough clutch engagement, incomplete disengagement, clutch drag and/or difficulty in finding neutral at engine idle."

"Pour 26 oz. (768.9 ml) of primary chaincase lubricant inthrough the clutch inspection cover opening. The primary chaincase level is acceptable when lubricant is visible between clutch and inner wall of chaincase with mororcycle standing upright."

Sounds like you overfilled it. Hope this helps.

This is quoted directly from the 2006 Softail Service manual.

Pour 26 oz of primary chaincase lubricant in through the clutch inspection cover opening. the primary chaincase lubricant level is acceptable when lubricant is visible between clutch and inner wall of chaincase with motorcycle standing upright.

That should be slightly below the bottom of the derby cover. If by error you filled it through the chain adjustment cover, that might explain why you used 2 qts of fluid.

Hi scrawfordFLSTC. I own a 2004 FLSTC and 26oz that the Harley Manual called for to the bottom of the clutch spring or clutch diaphragm spring did not cut it. I had to add 32oz to get the primary oil to the bottom of the clutch diaphragm spring not 260z. I had no problem with this. You do have to fill to the bottom of the clutch diaphragm spring though not to the top of primary opening. Hope this helps. The called for 26oz in the harley manual is never enough in my bike.
