Hmm, Not trying to create confusion.... but, my 07 Deluxe has the # 3 holes and bolts on the fender struts, I am almost positive they are stock.
I am right now in the process of installing HD docking points for the detachable backrest and plan to bolt the Harley "Deluxe" bags using the docking point bolts (long) Holes 1 and 2
in the previous post pics.
Did you look at Boss Bags. You can look on they're web site. A few year ago I put some on my low rider.

I really like the Boss bags but can't afford to spend a grand on bags right now.
As to the fender strut - It appears that HD must have used several different struts on the Deluxe over the years. The You Tube video I attached below has the version w/o the "#3" hole. Here's a picture of the strut on my bike.
Interestingly, the nut plate on the inside of the fender does seem to have a "detent" where the "#3" hole would be but it is plugged. Only way to tell for sure what is going on is to pull the strut & I'm not quite ready to do that yet.....

I'm a thinking they changed the strut in '07 (like they did on a lot of other parts) because mine is the same as TX's. I don't have the third hole either
I talked with Boss Bags about their mounting system and the difference between the Deluxe and the Heritage/Fat Boys. They confirmed that , at least for prior to '07, the Heritage/FB used different struts and mounting positions for bags and detachable bars/racks than the Deluxe.
It appears that if you have the HD Part # 53618-05 (One Piece detachable Passenger Sissy Bar Upright), you cannot directly use anything that mounted to the Heritage/FB w/o modifications. That bar "blocks" access to the mounting position (#3 in my picture).
One way to get around it, is to use the detachable side plates and NOT the one piece bar. The enclosed picture shows that type of configuration (again assuming you have the #3 hole in your fender strut!).
Boss does have different mounting plates that they use on their bags to eliminate the issue. The mounting plates (for Boss Bags) are $200.
What a pain the the A$$, it is to research this stuff so you don't make a big $$$ mistake in buying used.

I had both Osprey www.saddlebags.net and Boss Springer Bags on my Fatboy. For the $ Osprey are the best deal in town IMO but for overall fit, finish and looks the Boss were the real deal.
I have been told (but haven't confirmed it personally) that the struts on the Heritage and Deluxe are the same, with the same holes, but that the chrome covers are the only difference. Might want to look into that.
Also, if you're interested in the Hog Deluxe bags I could make you a deal on a new set, including mounting brackets. Had them on my bike one day, then they went back into the shipping box.

You might be right on that. But the one thing that I have found is
that holes 1 & 2 in TZSailor's strut picture (the ones that are 9 1/4" apart) are in all Softails Harley has made since 1986 (except the Rocker, Deuce and Blackline models). That is why Harley uses those two for the docking points. If you just use a saddlebag bracket that attaches outside of those two docking points (like our does) then you can use whatever detachable backrest you want. We have been using those two holes for years and never had any problems.

Now they are, yes. Prior to '07, they are different. It is not a chrome cover, the actual strut does not have the third hole on the Deluxe prior to this time. You can change the struts though.
