Default Radial run-out problem with new wheel

I have a forged front wheel that has an unacceptable amount of radial run-out, at least 2mm. The company I bought the wheels from is working with me on the issue and is suggesting that it may be a problem with the hub attachment to the forged wheel; specifically, the bolts that hold the hub to the wheel may not be fully seated or obstructed by something (excess locktite, debris, etc.). They are suggesting that before I ship the wheel back to them that I try removing the hub from the wheel, check that there is nothing obstructing the tapped threads on the hub bolts and that they’re seating fully into the wheel, re-torque the hub to the wheel and check the radial run-out again.

I wanted to check and see if anybody here has had a similar issue with a wheel in which the attachment of the hub and not the actual wheel itself was the cause of an excessive run-out problem.
