Since you paid for the inner to be painted too I'd be asking for my money back. It's only fair they return your money for a job they didn't complete.
As for the fairing, I think it looks great! Yes, bags would look better but you'll get there. I'd hold on to it for sure if I were you. Unless, of course, you willing to sell it at a good price!
I like it OK without bags too. I run that way all the time. That said, I won't hesitate to throw on the detachable hardbags if I think I'm gonna need them. Otherwise, I just prefer riding without 'em. Somehow it kinda seems to preserve the Softy look for me.
Not a big fan of fairings on Softails, especially the Deluxe. It doesn't look bad, just not how Id picture a Deluxe to look. The cool thing is these bikes are so versatile you can pretty much do anything with them from fairings, windshields, hard bags, etc etc. The options are so unlimited and not everyone of these looks is going to appeal to everyone. If you like it and it serves if function for you..Keep it.
