Oil Tank Paint Flake

Default Oil Tank Paint Flake
One one side of the oil tank, I am getting paint starting to flake away at the bottom of the face of the tank. Any suggestions to prevent further flaking? I figured just some touch up paint but would like input of anyone else dealing with this issue.

As a side note, is the black tank originally a chrome tank painted over? The surface under the flaked off paint sure looks shiny.

There have been a couple of threads about this issue. There sure seem to be a lot of painted chrome oil tanks out there.

Mine is doing the same thing. There is definitely a chrome tank beneath the black paint.
