how do you tighten handlebars on a 2002 heritage

 

4 screws on top of the riser clamp. Allen wrench. You might want to consider adding polyurethane riser bushings as this will make the bars stiffer. the stock rubber bushings offer a lot of flex. Do you have stock bars on the bike?
